ARTICLE 1

 

PRIMACY OF THE PARTY CONSTITUTION

Without prejudice to the provisions of the Constitution of the Republic of Liberia or of any other law for the time being in force in the Republic of Liberia, the provisions of this Constitution shall take precedence over and above any other Rules or Regulations of the All Liberian Party (ALP), where such Rules or Regulations are inconsistent with the provisions of the Constitution of the All Liberian Party.

ARTICLE 2

NAME AND DESCRIPTION OF THE PARTY

2.1.0 PREAMBLE

CONSCIOUS OF THE NEED:

(i) To preserve and promote the sovereignty, Unity and progress of the Republic of Liberia;

(ii) To promote the welfare and happiness of the people of Liberia;

(iii) To promote prosperity, transparency, enlightenment and social justice.

(iv)To promote an environment of tolerance and peaceful co-existence;

(v) To build a new nation which will guarantee equal opportunity for all, mutual respect and understanding, and elimination of all forms of discrimination among our people;

(vi) To render selfless service and rekindle in all Liberians a deep sense of discipline, patriotism and Nationalism; and,

(vii) To ensure that the tenets of democracy shall not perish, and that the people shall forever govern themselves;

 

2.2 NAME 

The name of the party shall be the ALL LIBERIAN PARTY (ALP) hereinafter referred to as “THE PARTY”.

2.3 MOTTO 

The Motto of the Party shall be: “Patriotism, Discipline & Equity.”

2.4 SLOGAN

The slogan of the Party shall be: Sustaining Democracy: All inclusive all Liberian Party, where anybody can be somebody.

2.5 EMBLEM

The emblem of the Party shall be the map of Liberia with the Party’s acronym at the left bottom of the map; a symbol of justice with a handshake below; and a golden Key below the handshake; at the bottom is a yellow star in the middle of green leaves beneath.

2.6 THE FLAG

The flag of the party shall be green with yellow edges with the party’s emblem imposed on it.

2.7 PARTY’S COLORS

The colors of the party shall be: Green, Gold, Red, Black and White.

2.8 IDEOLOGY OF THE PARTY

The ALL LIBERIAN PARTY philosophy is premised on a social democratic philosophy. The PARTY subscribes to the principle of equality and the egalitarian treatment of all people of LIBERIA irrespective of their social, cultural, educational, political, religious, and economic relations in a multi-party environment.

2.9 DEFINITION OF PARTY’S COLORS

  1. The Green represents the productive field of Liberia
  2. The Gold represents the rich mineral resources of the soil
  3. The Red represents our resolve to defend the cause of our county at all times
  4. The Black represents the color of the people of the continent of Africa
  5. The White represents the purity/transparency of the party.

2.10 DEFINITION OF PARTY’S LOGO

  1. The Red field represents the fight for freedom
  2. The Map represents the Republic of Liberia
  3. The Handshake represents friendship and National Unity.
  4. The Symbol of Justice shows Justice and equality for all.
  5. The Key represents the opening of the economy to all Liberians.
  6. The Lone Star represents one Country.
  7. The Green leaves represent the productivity of the soil.
  8. Then Roundness of the Party’s emblem shows the continuity of the Party.

2.11 AIMS AND OBJECTIVES:

(i) To uphold and defend the constitution of the Republic of Liberia and other Laws in the Republic.

(ii) To attain political power through legitimate, democratic and constitutional means, for the purpose of cultivating an egalitarian society based on the principles of equality, freedom and social justice.

(iii)  To promote unity and political stability by ensuring access to political power and key public offices by all sections of the country.

(iv) To reduce poverty, abuse of public trust, waste, ignorance, discrimination of all kinds, corruption, and exploitation in our Society.

(v) To create an enabling environment for full and gainful employment for all Liberians, and to secure the full fruits and benefits of individual labor;

(vi) To maintain and promote religious diversity, as well as religious tolerance, and harmony;

(vii) To ensure the provision for the basic necessities of life, eg: food, portable water, roads, security, recreation facilities, environmental protection etc.;

(viii) To ensure the provision for free universal education at all levels and frees health care for all;

(ix) To foster and defend the freedom of the press and the fundamental freedom and human rights of all Liberians.

(x) To protect and uphold Liberia’s customs traditional values and cultural heritage.

(xi) To promote national integration, unification, reconciliation, integrity and decentralization of governance for equal participation of all.

(xii) To embark upon practical policies and programs that put Liberians in the charge of their economy

(xiii) To maintain national peace and stability and good relationship with other nations

ARTICLE 3.0 : MEMBERSHIP

3.1 Requirement for Membership

  1. Must be a legitimate Liberian citizen, not below the age of eighteen (18) years, and not be a member of any other political party;
  2. Must be registered as a member of the party at a constituency level;
  3. Must lawfully possess a membership card of the party, in his or her name;
  4. Must be a due paying member of the party, and remain in good standing with the party.

3.2 RIGHTS OF MEMBERS:

Membership shall confer on the individual, the following rights and privileges:

  1. Right to contest election on the platform of the party without any discrimination whatsoever; and
  2. Right to participate in the party democratic process based on the tenets of democracy in a free, fair, and transparent process; and
  3. Right to fair hearing before any disciplinary action is taken against a member; and
  4. Right to enjoy all previlieges and opportunity in the party, in keeping with this constitution.

3.3 OBLIGATIONS OF MEMBERS:

(a) Pay all such fees and levies as may be prescribed from time to time by any of the national, county and district organs of the party;

(b) Must abide by this constitution and support all activities of the party

(c) Must not bring the party into public disrepute and must remain law abiding and respectful to party leaders.

3.4 MEMBER’S OATH OF ALLEGIANCE

I …………………………………………………………………….do solemnly swear/affirm that I will be faithful and bear true allegiance to the ALL LIBERIAN PARTY (ALP) and the Republic of Liberia, and that I will preserve, protect and defend the Constitution of the ALL LIBERIAN PARTY (ALP) and the Constitution of the Republic of Liberia.

ARTICLE 5.0  ORGANIZATIONAL STRUCTURE

5.1 The organization structure of the party shall be in descending order as follows:

(a) National Executive Committee

(b) County Executive Committee

(d) District Executive Committee

(c) Zonal Executive Committee

5.2. PARTY ORGANS

The following shall constitute the organs of the party:

(a) The National Convention

(b) The National Executive Committee

(c) The National Working Committee

(d) Regional coordinators

(e)  The County Congress

(f) The County Executive Committee

(g) The County Working Committee

(h) The District Congress

(f) The District Executive Committee

(h) The Zonal/ward leadership

5.3. COMPOSITION OF PARTY ORGANS:

5.3.1 The National Convention shall comprise of:

(i) All members of the National Executive Committee

(ii)  All Legislators who are members of the party

(iii) County Delegates

(iv) District Delegates

(v) Diaspora Delegates

(vi) Political Leader

(vii) Super Delegates: Shall be eminent persons who shall be nominated by the political leader, national chairman, and executive committee.

5.3.2 FUNCTIONS OF THE NATIONAL CONVENTION

(a) The National Convention shall be the highest decision making body of the All Liberian Party (ALP) and shall meet every six years.

(b) The National Convention shall adopt or amend the By-laws and Constitution of the party, develop and adopt the party’s platform, elect the National executive committee of the party, and nominate and elect political aspirants desiring to contest on the party  ‘s ‘ticket for national elected offices.

(c) The National Convention shall comprise of delegates representing the 15 political subdivisions of the country.

(d)  A membership of at least 2/3 of the delegates present at the National Convention shall constitute a quorum for all decision making.

(e) The National convention shall be headed by a convention bureau which shall comprise of a convention chairman and convention secretariat to run the affairs of the convention.

(f) The numbers of delegates and structure of delegates to the National Convention shall be determined by the convention bureau, in consultation with the National Executive Committee.

(g) Consider and approve all recommendations of the party’s programs and manifesto, among others.

(h) Take decision on the date and venue of the next national convention and mandate the presiding officer to inform party organs at least four months prior to the convention.

(I) Shall invite the National Elections Commission, among others to the party’s national convention, and take other actions which are in the best interest of the party in particular, and the nation in general.

5.4.0 COMPOSITION OF THE NATIONAL EXECUTIVE COMMITTEE

The National Executive Committee shall comprise of:

(i)   National Chairman

(ii)  National Vice Chairperson/Administration

(iii) National Vice Chairperson/Planning, Policy, & Research

(iv) National Vice Chairperson/Mobilization, Recruitment & Membership

(v)  National Vice Chairperson/Finance & Investment

(vi) National Vice Chairperson/Political Affairs & Governance

(vii)  National Vice Chairperson/International Affairs (viii)National Secretary General

(ix)   Nat’l Deputy Secretary General/Administration

(x) Nat’l Assistant Secretary General/Planning, Policy & Research

(xi) Nat’l Assistant Secretary General /Mobilization, Recruitment & Membership

(xii) Nat’l Assistant Secretary General/Political Affairs & Governance

(xiii) Nat’l Assistant Secretary General/ Press & Information

5.4.1. FUNCTIONS OF THE NATIONAL EXECUTIVE COMMITTEE:

  • The National Executive Committee (NEC) shall be the principal executive organ of the party responsible to govern and manage the affairs of the party; and
  • In the absent of the National Convention, the NEC shall assume such powers as the National Convention for the smooth running of the party to formulate and adopt general policies, programs, projects and procedures pursuant to the overall governance of the party; and
  • The NEC shall have the powers to establish committees, and make appointments in the exercise of its function; and

(d) The NEC shall have the powers to mobilize financial resources to adequately fund the operations of the party; and

(e) The NEC shall have the powers to call a National Review Conference once every two (2) years; and

(f) The NEC shall posses the powers to take disciplinary action against its members:

  1. For violation of party laws
  2. For exhibiting in disciplinary behavior

iii. For other actions which bring the party into public disrepute.

(g) Disciplinary action shall be taken against a NEC member with due process accorded.

(h) Disciplinary action against a NEC member may range from a warning letter, a fine, suspension from NEC, removal from NEC, suspension of party’s membership, expulsion of party’s membership ect.

(i) The NEC shall convene at least once every quarter of the year, and 1/3 of its membership present at a meeting shall constitute a quorum, which must include any of the three following persons: National Chairman, National General Secretary, and the Political Leader.

(j)  To endorse major appointments of other party officials and working bodies forwarded by the National Working Committee

(k) To review and endorse the working of the general secretariat

(l) To endorse the party’s candidates for national elective offices

(m) At the convenience and request of the political leader/ Standard Bearer, and in the best interest of the party, the National Executive Committee shall meet at any time and place.

(n) To call a national review conference once every two years

(O) To appoint presiding officers for the counties, constituencies, districts, and ward or zonal congresses.

(p) To elect its presiding officer at its first sitting after the national convention.

5.4.3 NEC Presiding Officer:

  1. The NEC shall have a presiding officer, whose only purpose is to preside over the sitting of the National Executive Committee.
  2. The presiding officer shall coordinate with the National Secretary-General to call all meetings of the NEC.
  3. The presiding officer shall not assume any other powers nor act in any manner assuming the powers of the national chairman.

5.4.3.1 Eminent Persons: The Political Leader shall have the power to nominate eminent partisans to attend executive committee meeting from time to time, also the National Chairman such possess similar powers to nominate eminent persons to attend executive committee meeting.

5.5.0 THE NATIONAL WORKING COMMITTEE

5.5.1 FUNCTIONS OF THE NATIONAL WORKING COMMITTEE

(i) The National Working Committee shall be responsible for overseeing the daily management of the party and shall act on behalf of the party on urgent matters. It shall report on its activities to the National Executive Committee and shall have the authority to appoint Regional Coordinators; and

(ii) Coordinate the activities of all Standing and Ad-Hoc

Committees of the party.

(iii) The National Working Committee shall meet once every week. Seven (7) members of the National Working Committee, including the National Chairperson or in his/her absence the Vice Chairperson for Administration shall be present at a meeting to constitute a quorum of the Committee.

(v) The National Chairman shall be the presiding officer of the National Working Committee.

5.5.2 COMPOSITION OF THE NATIONAL WORKING COMMITTEE

The National Working Committee shall consist of the following members:

(a) National Chairperson

(b) National Vice-Chairpersons

(d) The Party’s Legislative Caucus Chairperson

(e) National Secretary-General

(f) Deputy Secretary General/Administration

(g) National Treasurer

(h) National Women League Chairperson

(i)   National Youth League Chairperson

(j)   National Assistant secretary General for social services and others.

5.6.0 REGIONAL COORDINATORS

5.6.1. There shall be five (5) Regional Coordinators:

(a) Region 1: Bomi, Grand Cape Mount, and Gbarpolu Counties

(b) Region 2: Montserrado, Margibi, and Grand Bassa counties

(c) Region 3: Rivercess, River Gee, and Grand Gedeh counties

(d) Region 4: Lofa, Bong, and Nimba counties

(e) Region 5: Sinoe, Maryland, and Grand Kru counties

5.6.2. Regional Coordinators shall be responsible for the following:

(a) Oversight of designated region to ensure compliance of implementation of the party’s policies, programs, and mandates at the regional and county levels as directed by the National Working Committee; and

(b) Serve as liaison between the Party’s National Working Committee and designated region; and

(c) To communicate constant feedback on the progress, challenges etc. of the party to the National Working Committee; and

(d) To discharge other duties, functions or assignments prescribed by the National Working Committee.

5.7.0 THE COUNTY CONGRESS

5.7.1 FUNCTIONS OF THE COUNTY CONGRESS

  1. a) The County Congress shall be the party’s supreme authority at the county level.
  2. b) Each County shall hold a County Congress to elect delegates for the national convention, elect county leaders, and develop a county agenda to be submitted to the National Executive Committee.
  3. c) The County Congress shall also be responsible for the nomination of county legislative candidates, which must be vetted by the National Vetting Committee.
  4. d) At least 2/3 of delegates present at the County Congress shall be necessary to constitute a quorum;

5.7.2 COMPOSITION OF THE COUNTY CONGRESS

  1. a) The County Congress shall comprise of delegates from various constituencies of the county, including county executive leaders, district executive leaders, county legislators, and county super delegates.
  2. b) The County Congress shall be headed by a County Congress Bureau, which must comprise of a Congress Chairman and a Congress Secretariat.
  3. b) The County Congress Bureau shall be responsible to run the affairs of the Congress, the same as the National Convention Bureau.

5.7.3 COMPOSITION OF THE COUNTY EXECUTIVE COMMITTEE

The County Executive Committee shall comprise of:

(1)   County Chairman

(2)  County Vice Chairperson/Administration

(3) County Vice Chairperson/Planning, Policy, & Research

(4) County Vice Chairperson/Mobilization, Recruitment & Membership

(5)  County Vice Chairperson/Finance & Investment

(6) County Vice Chairperson/Political Affairs & Governance

(7) County Secretary General

(8)   County Deputy Secretary General/Adminstration

(9) County Assistant Secretary General/Planning, Policy & Research

(10) County Assistant Secretary General /Mobilization, Recruitment & Membership

(11) County Assistant Secretary-General/Political Affairs & Governance

(12) County Assistant Secretary-General/ Press & Information

(13) County Assistant Secretary-General/ Social Services

(14) County Legal Counsel

(15) County Treasure

5.7.4 The County Executive Committee shall be the principal executive organ of the party at the county level and in this capacity shall:

(a) Convene the County Congress and prepare its agenda;

(b) Make recommendations on policies and programs to the National Working Committee;

(c) Implement the decisions of the National Working committee;

(d) The County Executive Committee shall meet twice a month, and 1/3 of the membership present shall constitute a quorum

(e) Carry out other duties and functions as maybe required by the National Working Committee or National Executive committee.

5.8.0 DISTRICT CONGRESS

5.8.1. The District Conference shall be the principal executive organ of the party at the district level and in this capacity:

  1. a) Shall be the party’s Supreme authority at the district level; and
  2. b) Shall elect delegates for the national convention, elect district leaders, and set an agenda for the district to be submitted to the County and National Executive Committee; and
  3. c) The District Congress shall also be responsible for the nomination of district legislative candidates, which must be vetted by the National Vetting Committee; and
  4. d) At least 2/3 of the delegates present at the District Congress shall be necessary to constitute a quorum;

5.9.0 COMPOSITION OF THE DISTRICT EXECUTIVE COMMITTEE

5.9.1. The District Executive Committee which shall comprise of:

(1) District Coordinator

(2Vice Coordinator/Administration

(3) Vice Coordinator/Mobilization, Recruitment & Membership

(4) Vice Coordinator/Finance & Investment

(5) Vice Coordinator/Planning, Policy, & Research

(6) Vice Coordinator/Political Affairs & Governance

(7) District Secretary General

(8) District Assistant Secretary General/Adminstration

(9) District Assistant Secretary General/Political Affairs & Governance

(10) District Assistant Secretary General/Planning, Policy & Research

5.9.2 The District Executive Committee shall be the principal executive organ of the party at the district level and in this capacity shall:

(a) Make recommendations on policies and programmes to the County Executive and National Working Committee;

(b) Implement the decisions of the County Executive and National Working Committee; and

(c) Handle all other matters that may be referred to it by the  County Executive and National Working Committee; and

(e) The District Executive Committee shall meet twice a month, and 1/3 of the membership present shall constitute a quorum; and

(g) Carry out all other duties and functions as maybe required by the  National Working Committee or National Executive committee.

5.10.0 ZONE LEADERSHIP

5.10.1 The Zone Leadership shall comprise of:

The Zonal Leadership shall be the principal executive organ of the party at the zone level and in this capacity shall:

(a) Make recommendations on policies and programmes to the   District executive Committee; and

(b) Implement the decisions of the District Executive Committee, and other authority organ of the party; and

(c) Handle all other matters that may be referred to it by the District Executive Committee, and other organs of the party; and

(d) The Zone leadership shall meet at least twice a month, and 1/3 of the membership present shall constitute a quorum; and

(e) Carry out all other duties and functions as maybe required by the  National Working Committee or National Executive committee.

5.10.2 COMPOSITION OF THE ZONE EXECUTIVE COMMITTEE:

(1) Zonal Chairman

(2) Zonal Vice Chairman /Administration

(3) Zonal Vice Chairman/Mobilization, Recruit & Membership

(4) Zonal Secretary General

(5) Zonal Deputy Secretary General/Administration

(6) Zonal Treasure

(7) Zonal Women League Chairperson

(8) Zonal Youth League Chairperson

(9) Zonal Chairperson, National Counsel of Chiefs & Elders

(10) Zonal Religious Leader

ARTICLE 6

6.1.0 POWERS AND FUNCTIONS OF NATIONAL EXECUTIVE COMMITTEE MEMBERS

The National Executive Committee members of the Party shall have the following powers and Functions:

6.1.1 NATIONAL CHAIRMAN:

  1. a) Shall be the Chief Executive Officer of the NEC and shall be empowered to run the day to day affairs of the party by providing good, effective leadership and direction to the Party;
  2. b) Appoint Standing and Ad-Hoc Committees with the approval of the National Executive Committee of the party.
  3. c) Delegate duties and give lawful directives to all officers, organs, members and officials at all levels of the Party;
  4. d) Ensure strict compliance with the provisions of this Constitution; and exercise all powers and functions vested in him/her by this Constitution, the National Convention and the National Working Committee.

(e) Appoint other officers and members of standing committees for the smooth running of the party

(f) Discharges other duties and functions necessary for the progress of the party.

6.1.2 NATIONAL VICE CHAIRMAN FOR ADMINISTRATION:

  1. a) Shall be the head of the administration department and responsible for facility management, logistics and human resource of the party; and
  2. b) Shall act in the absence of the National Chairman and perform such functions and powers thereof; and
  3. c) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.3 NATIONAL VICE CHAIRMAN FOR MOBOLIZATION, RECRUITMENT & MEMBERSHIP:

  1. Shall be the head of the recruitment, mobilization, and membership department, and be responsible for expansion of the overall membership of the party; and
  2. Shall be responsible to establish and secure database of all members of the party; and
  3. Shall provide skilled mobilization support to the work of the party, and undertake both group and individual mobilization activities for the party; and
  4. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.4 NATIONAL VICE CHAIRMAN FOR POLICY, PLANNING & RESEARCH:

  1. Shall be the head of the policy, planning, and research department and be responsible for all matters of policy development, planning and research; and
  2. Shall be responsible to develop programs for the party; and
  3. Shall serve as an advisor to the National Chairman for all matters of policy, planning, and programs for the realization of the principles and the objectives of the ALP, and
  4. Shall establish a Think-Tank of the Party comprising competent professionals in various disciplines, develop public policies, and articulate ideology of the party; and
  5. Shall evaluate the social, political and economic situations in the Country and make appropriate recommendation to the party; and
  6. Shall discharge other duties and functions as maybe assigned by the National Chairman and/or the National Working Committee

6.1.5 NATIONAL VICE CHAIRMAN FOR FINANCE & INVESTMENT SHALL:

  1. a) Shall serve as head of the finance and investment

department and formulate ways and means to generate

funding for the party; and

  1. b) Shall solicit material, financial and other assistance for the party; and
  2. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.6 NATIONAL VICE CHAIRMAN FOR POLITICAL AFFAIRS AND GOVERNANCE:

  1. a) Shall serve as head of the political affairs and governance department, and be responsible to act as a liaison between the ALP and other political parties and political groupings; and
  2. b) Shall be responsible to ensure the scrupulous implementation of the party’s platform; and
  3. c) Shall also assist the National Chairman in matters relating to the National Elections Commission; and
  4. d) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.7 NATIONAL VICE CHAIRMAN FOR INTERNATIONAL AFFAIRS:

  1. a) Shall be the head of the international affairs department and be responsible to establish contacts with Liberians in the Diaspora, and establish ALP branches in the Diaspora, especially in Liberian concentrated communities; and
  2. b) Shall ensure that the image of the party is projected in a positive way to Liberians in the Diaspora; and
  3. c) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.8 NATIONAL SECRETARY-GENERAL:

  1. Shall be the chief scribe of the party and head of the national secretariat; and
  2. Shall be the principal custodian of all communications/documents of the party; and
  3. Shall be responsible for taking minutes at all meetings of the party, prepare periodic and annual reports, as well as respond to all communications  addressed to the party; and
  4. Shall prepare the agenda for all meetings in consultation with the National Chairman, and
  5. Shall act as presiding officer in the absence of the National Chairman and Vice Chairman for Administration; and
  6. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee.
  • DEPUTY NATIONAL SECRETARY-GENERAL FOR ADMINSTRATION :
  1. Shall serve as the principal Deputy to the National Secretary-General, and provide direct assistance to the National Vice Chairman for Administration; and
  2. Shall act in the absence of the National Secretary General and perform any other task as may be assigned by the National Secretary-General; and
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.10     DEPUTY NATIONAL SECRETARY-GENERAL FOR POLICY, PLANNING, & RESEARCH:

  1. Shall work in the National Secretariat and assist the National Secretary-General in the area of policy, planning, and research, and provide direct assistance to the National Vice Chairman for Policy, Planning, and Research; and
  2. Shall carry out any other functions as may be assigned by the National Vice Chairman for Policy, Planning and Research; and
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.11 DEPUTY SECRETARY-GENERAL FOR MOBILIZATION RECRUITMENT & MEMBERSHIP:

  1. Shall work in the National Secretariat and assist the National Secretary-General in record keeping for membership and recruitment, and provide direct assistance to the National Vice Chairman for Mobilization, Recruitment & Membership; and
  2. Shall carry out any other functions as may be assigned by the National Vice Chairman for Mobilization, Recruitment & Membership; and
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.12 DEPUTY SECRETARY-GENERAL FOR PRESS AND INFORMATION SHALL:

  1. Shall work in the National Secretariat and be responsible for organizing press conference, and media relations, and provide direct assistance to the National Director for Communications; and
  2. Shall carry out any other functions as may be assigned by the National Secretary-General
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.13 DEPUTY SECRETARY-GENERAL FOR SOCIAL SERVICES:

  1. Shall work in the National Secretariat and be responsible for the social needs citizens and inform the party; and
  2. Shall be responsible for the distribution of relief items, visit inmates at various prisons, visit orphanages, etc. and report their conditions with appropriate recommendations as to how the party respond; and
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.14 DEPUTY SECRETARY-GENERAL FOR POLITICAL AFFAIRS AND GOVERNANCE:

  1. Shall work in the National Secretariat and assist the National Secretary-General regarding political affairs and governance, and provide direct assistance to the National Vice Chairman for Political Affairs and Governance; and
  2. Shall carry out any other functions as may be assigned by the National Vice Chairman for Political Affairs and Governance; and
  3. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.15 National Director for Communications:

  1. a) Shall be an appointed position by the National Chairman in consultation with the Political Leader; and
  2. b) Shall be the head of the communications department, and serve as the official information officer and spokesperson for the party; and
  3. c) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.16 NATIONAL TREASURE

  1. a) Shall serve as the financial manager of the Party and be responsible for records of all income and expenditure of the Party; and
  2. b) Shall be a signatory to the party’s bank account and carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.17     NATIONAL RELIGIOUS LEADER:

  1. a) Shall serve as the religious head of the party, develop and coordinate religious activities of the party, and provide guidance to mitigate conflicts in the party; and
  2. b) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.18 CHAIRMAN, NATIONAL COUNCIL OF CHIEFS/ELDERS:

  1. a) Shall be the head of the party traditional council, and responsible for the recruitment of chiefs and elders; and;
  2. b) Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee
  • NATIONAL WOMEN’S LEAGUE CHAIRPERSON
  1. Shall be the head of the Women Department, and be responsible to run the day to day affairs of the Women League; and
  2. Shall serve as the chief spokesperson for the women of the party and be responsible to lead the organization of women support groups for the party; and
  3. Must raise public awareness on gender and children issues, and must be a public advocate to support public policies that will ensure the realization of the full potentials of women and children; and
  4. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.20 NATIONAL YOUTH LEAGUE CHAIRPERSON

  1. Shall be the head of the Youth Department, and be responsible to run the day to day affairs of the Youth League; and
  2. Shall serve as the chief spokesperson for the Youth of the party and be responsible to lead the organization of Youth support groups for the party; and
  3. Must raise public awareness on Youth issues, and must be a public advocate to support public policies that will ensure the realization of the full potentials of Youths; and
  4. Shall carry out any other functions as may be assigned by the National Chairman and/or the National Working Committee

6.1.21 POLITICAL LEADER:

  1. a) Shall be the political leader of the party and provide political guidance, and policy guidance of the party, in the formation of all decision making process; and
  2. b) Shall serve as “EX-Officio” on all party organs and committees, and provide leadership in the setting up of the party agenda and discussions; and
  3. c) Shall establish a monitoring and evaluation body, which shall report directly to him or her; and
  4. d) Shall have the power to call for a National Executive Committee and preside over such meeting at his or her will and convenience and decision therefrom shall be binding upon the party. Quorum for such a meeting shall be the same as the NEC.
  5. e) Shall nominate eminent persons to attend executive committee meetings; and

ARTICLE 7 NATIONAL AUXILIARY  ORGANS OF THE PARTY

6.1.0 The party shall have two kinds of auxiliary groups:

  1. Natural auxiliary : shall be the National Women League, National Youth League, and National Council of Chiefs and Elders; and
  2. All other support groups which are not part of the party structure.

6.1.1 

  1. a) Each of the party’s natural auxiliary shall have its own executive committee which shall be elected at its congress; and
  2. b) All youths between the ages of 18yrs to 35yrs shall be part of the Youth League, and all women from 18yrs and above shall be part of the National Women League; and

6.2.2 All positions in the National Women League shall assume similar roles and functions as described in the National Executive Committee; and all officers of the NWL shall carry out any other task as may be assigned by the National Chairman and/or National Working Committee.

6.2.4 All positions in the National Youth League shall assume similar roles and functions as described in the National Executive Committee; and all officers of the NYL shall carry out any other task as may be assigned by the National Chairman and/or National Working Committee.

6.3.1 EXTERNAL BRANCHES

(a) The party shall establish branches among Liberian citizens living abroad.

  1. b) The Vice Chairman for International Affairs shall coordinate the establishment of external branches of the Party.
  2. c) Any group of Liberian citizens in any country can constitute themselves into an external branch subject to the provisions of this constitution.

(d) Rules governing the establishment and operations of external branches MUST not be inconsistent with this constitution, and must not be in violation of the Election laws of Liberia.

6.4.1 REGIONAL COORDINATORS: Regional coordinators shall be appointed both in Liberia and the Diaspora to coordinate the activities of the party in various regions. 

6.5.1 PARTY’S PRIMARIES

  • The party shall hold primaries to determine candidates for all national elected positions.
  • Except for the Standard-Bearer, which shall be nominated (during a presidential election year) at the National Convention, all primaries for legislative candidates shall be held in the various political sub-divisions.

(c) The National Secretary-General shall give notice inviting applications for nomination of Presidential and legislative candidates before the holding of primaries and presidential convention; and

(e) Upon the nomination of a standard bearer/presidential candidate, such person shall be empowered to nominate their choice for running mate (vice standard bearer/vice presidential candidate) and present such person to the national executive Committee and or  National Convention for endorsement.

ARTICLE 7 MEETINGS

8.1.0 QUORUM FOR MEETINGS

7.1.1 1/3 of the members of any organ of the party shall constitute a quorum of a valid meeting of that organ.

7.1.2 All meetings of the party shall be conducted and recorded in the English Language. However, the body may decide to use a local language, if this would ensure an effective deliberation.

7.1.3          MOOD OF CALLING MEETING

(a) The mood of calling for a meeting shall be decided by that organ of the party, in keeping with their own social condition.

7.1.4    RULES FOR THE CONDUCT OF MEETING:

(a) The holding of all meetings must be consistent with this constitution, anything to the contrary would be considered invalid and decision obtained consider null and void.

(b) The Chairman of any organ of the party shall preside over the meetings of that organ.

(b) In the absence of the Chairman, the Vice Chairman for Administration shall preside, and in the case where both the Chairman and Vice Chairman for Administration are absent, the Secretary-General shall preside.

  1. c) Where none of the designated presiding officer is present to chair a meeting, a valid meeting quorum may choose a presiding officer for the meeting.

ARTICLE 8 STANDING COMMITTEES

8.1.0 There shall be standing committees as follows:

8.1.1 Grievance and Ethics Committee: shall serve as the chief arbitration arm of the party, and shall have the powers to investigate all grievances and disputes within the party, in keeping with this constitution and laws of Liberia; and

  1. Shall compose of a chairman, secretary and other members as may be determined by the National Executive Committee.
  2. Shall develop its own rules of procedures which must be publish and shall not be inconsistent with this constitution and the laws of Liberia.
  3. Shall handle cases emanating from the NEC , other organs of the party or depending on the gravity of an offense may decide to intervene and cite a hearing for an open dispute within the party.

8.2.1 National Vetting Committee:

  1. Shall examine and vet the application of every aspirant for presidential and Legislative Nomination of the Party;
  2. Shall comprise of a Chairperson, Co-chairperson, Secretary and four (4) members appointed by the National executive Committee.

8.3.1 AD HOC COMMITTEE

The party shall also establish Ad-hoc committees to perform specific tasks as determined by the National Executive Committee

ARTICLE 9  MISCONDUCT and DISCIPLINE OF MEMBERS

9.1.0   All members of the party MUST be LOYAL and LAW ABIDING, and expected to exhibit the highest form of good behavior, discipline, and respect of persons.

9.1.1 The party shall not hesitate to institute disciplinary action for gross violations of party laws, and gross disrespect to constituted authorities.

9.1.2 The following shall constitute acts of indiscipline:

Disloyalty, disorderly behavior at meetings, theft, fraud, bringing the party into public disrepute, and conviction for criminal offence.

9.1.3   Disciplinary action shall vary according to the gravity of the offence committed.

9.1.4   The Executive Committee at every level shall have the power to decide on disciplinary measures against an offending member and shall have power to impose fines, suspension, and/or expel a member upon the exhaustion of all due process within the party.

9.1.5   A member shall have the right of appeal to the National Convention and/or the National Executive Committee for any disciplinary action against them.

9.1.6 No disciplinary action should be taken against any member of the party without due process, in which such member MUST enjoy the right to a fair hearing.

ARTICLE 10 REGISTER OF MEMBERS

10.1.0 The party shall maintain at its Secretariat at every level a register of members.

10.1.1 The register of member shall contain the name of every member of the party, his /her address and registration number, etc.

10.1.2 The member’s name in the register of members shall be the prima facie evidence of valid registration as a member.

10.1.3 The membership register shall continuously be updated to accommodate new members provided that the register so updated can only be relevant for congress and Conventions if it was updated at least 90 days before such congress or convention.

ARTICLE 11 TENURE OF OFFICE

11.1.0 Except as otherwise provided in this constitution, all elected officers shall serve for a period of six (6) years and shall be eligible for re-election except otherwise as provided for in this constitution.

11.1.1 An officer at the National and County levels of the Party shall not hold another office at National or County organ of the party concurrently, other than being an ex-officio member of that organ.

11.2.0 FINANCIAL AUTHORIZATION

  1. a) The party must establish a banking account with a reputable banking institution for proper management and record of party funds
  2. b) The executive committee shall determine the amount of petty cash to be kept for operating purposes.

ARTICLE 12 OATHS OF OFFICE

12.1.0 Every officer elected shall subscribe to the oath of office as provided for in this constitution.

12.2.1 The oath of office shall read:

I……………………………………………………………………do solemnly swear/affirm that I will be faithful and bear true allegiance to the ALL LIBERIAN PARTY. I will discharge my duties to the best of my ability. So help me God.

ARTICLE 13 MISCELLANEOUS PROVISIONS

13.1.0 RESIGNATION:

(a)  A member of the party shall be free to resign his/ her

Membership of the party at any time; and

(b) Upon the submission of a written letter of resignation, a member in possession of Party assets shall, within the same date and time of resignation, surrender all property of the party in possession to the relevant party officer and obtain clearance to the effect.

13.1.1       ELECTION OF OFFICERS:

(a) Except in the case of death, resignation, incapacity, etc., election of officers of the Party shall be held in line with the provisions of the Constitution

(b) Election shall be done by secret ballot at the party’s, congress and/or national convention.

  1. c) In the event of a tie in any ballot, the election for that particular office shall be repeated for tying candidates until a winner emerges.

13.2.1 ELIGIBILITY

No member shall be eligible to contest any elected office of the party unless such person has maintained membership of the party for not less than (6) months before the date of such elections.

13.3.1 RULES AND REGULATIONS:

All organs of the party shall have power to make rules and regulations for the smooth running of that organ, provided that such rules and regulations are not in conflict with the provisions of this Constitution.

ARTICLE 14 AMENDMENTS TO THE CONTITUTION

The provisions of the constitution shall be subject to amendment  by a minimum of two-third of  delegates voting at National Convention, provided that notice of such amendment shall have been filed with the National Secretariat not less than 30 days before the date of the National Convention and circulated not less than 14 days before the date of the Convention.

ARTICLE 15 MEMBER OATHS OF ALLEGIANCE

I …………………………………………………………………….do solemnly swear/affirm that I will be faithful and bear true allegiance to the ALL LIBERIAN PARTY and the Republic of Liberia and that I will preserve, protect and defend the Constitution of the ALL LIBERIAN PARTY and the Constitution of the Republic of Liberia.

So help me God.

ADOPTION AND SIGNATURE OF DELEGATES:

WE, THE MEMBERS OF THE ALL LIBERIAN PARTY, Solemnly resolve, on this 5th Day of February 2016,  to give unto ourselves this Constitution, having duly reviewed and debated it at the  1ST NATIONAL CONVENTON OF THE ALP, HELD IN THE CITY OF GBARNGA, BONG COUNTY FROM 3RD February TO 7TH February 2016, have accepted that in all our conduct and deliberations, we shall be bound and directed by its provisions; therefore, we do hereby adopt unto ourselves and promulgate this constitution as the organic governing instrument for our party.
